Location: HQIP is a homeworking organisation with excellent IT support. Travel into central London is required on an occasional basis (c. once a month) for scheduled corporate activity
Salary: HQIP Band B1: £62,900 to £85,100 pro rata. Target salary for this role = £70,000
Details: Fixed Term for 2 years in the first instance Full time (37.5 hours per week) OR Part time (hours to be agreed with successful candidate)

The Healthcare Quality Improvement Partnership (HQIP) is an independent organisation established to promote quality in healthcare and in particular, to increase the impact that clinical audit has on health care improvement. We manage NHS clinical work programmes on behalf of NHS England and other devolved nations. This includes the National Clinical Audit & Patient Outcome Programme (NCAPOP), which consists of over forty National Clinical Audits and clinical outcome review programmes. We are supported by three parent organisations: the Academy of Medical Royal Colleges, The Royal College of Nursing and National Voices.
We are a small, friendly team working in a fast paced environment and are seeking an Associate Director of Procurement to join us. You will direct the procurement of goods and services for the client teams within HQIP and support Procurement team members and colleagues with effective and efficient management of the procurement processes and associated transformational change.

Our work focuses on the following key strategic areas:
- Utilising best procurement, contracts and wider management practice, we commission, manage, support and promote national and local programmes of quality improvement. This includes the National and Local clinical audit programmes, the Clinical Outcome Review Programmes and the National Joint Registry, on behalf of NHS England and other healthcare departments and organisations
- We encourage extensive use of robust data for quality improvement of care, offering patient choice, promoting patient safety, supporting revalidation and service accreditation, commissioning, service redesign, and research
- We inform and influence national healthcare policy by effectively communicating our work and that of our partners
- We support healthcare professionals to review and improve by providing opportunities to share best practice
- We ensure that patients and carers are at the heart of our work through continued, strategic involvement in all relevant processes and projects.
Associate Director of Procurement
Key requirements of this position
This is a leadership role and you will:
Lead the work of the procurement team, including the setting and delivery of the strategy, business plan and whole HQIP procurement life cycle. You will develop an agile and customer focused service that delivers HQIP shared goals. You will be responsible for developing a strategic approach to the corporate process for the procurement of indirect products and services.
Develop a centralised procurement programme that will add value and efficiency to the Organisation. The Procurement Team will have tactical responsibility for the development and implementation of policies, strategies and supporting procedures as well as suitable systems that successfully deliver against HQIP’s commissioning plan.
Direct the procurement of goods and services for the client teams within HQIP and support Procurement team members and colleagues with effective and efficient management of the procurement processes and associated transformational change.
Qualified as a Fellow or Member of the Chartered Institute of Procurement and Supply (MCIPS), or close equivalent you will offer:
- Significant relevant experience, (7-10 years), with at least three years of team leadership experience
- Results-oriented, metrics-driven leadership with expertise in procurement, supply chain, supplier collaboration, development and compliance
- Excellent communication and influencing skills with the ability to work sensitively with a diverse group of stakeholders from different professional disciplines and organisations across a high profile service
- A sound understanding of public procurement legislation and how to appropriately apply this with commercially driven targets as an operational backdrop
- Experience in strategic sourcing and procurement and building a vendor programme.
